The Chairman of the Transitional Sovereignty Council, General Abdel Fattah Al-Burhan, participated in the World Urban Forum at the invitation of Egyptian President Abdel Fattah El-Sisi. The forum has broad participation from heads of state and government leaders.
General Al-Burhan commended Egypt for hosting the twelfth edition of the forum, praising the level of organization and preparation. In his address to the forum, he acknowledged Egypt’s recent achievements, emphasizing its success in achieving a comprehensive developmental renaissance during a period of significant regional and international challenges.
Chairman of the Transitional Sovereignty Council’s Speech:
In the name of God, the Most Gracious, the Most Merciful
Your Excellency, President Abdel Fattah El-Sisi, President of the Arab Republic of Egypt,
Your Excellencies, Presidents,
Heads of Governments and Ministers,
Madam Executive Director of the United Nations Human Settlements Program,
Heads of Delegations, Distinguished Attendees,
It is a pleasure to join you today in the land of the Nile, the Arab Republic of Egypt, for the World Urban Forum’s twelfth edition under the theme, "Everything Begins Locally... Let Us Work Together for Sustainable Cities and Communities."
Allow me to extend my sincere thanks to His Excellency, President Abdel Fattah El-Sisi, for the warm hospitality, as well as my congratulations to him and the Egyptian leadership for hosting this important international event. Egypt’s leadership in post-conflict reconstruction and development, especially on behalf of the African Union, is commendable, as is hosting this event on African soil for the first time in over twenty years.
Mr. President,
Ladies and Gentlemen,
We have followed with great happiness Egypt’s successive achievements and its comprehensive civilizational and developmental renaissance during a highly sensitive period marked by significant regional and international developments. Egypt has been able to turn challenges into opportunities, achieving this through the will and the leadership aware of the requirements of the phase.
Mr. President,
Your Excellencies, Presidents,
Heads of Governments and Ministers,
Madam Executive Director of the United Nations Human Settlements Program,
I also extend our appreciation to the United Nations Human Settlements Program for its support of our efforts toward sustainable urbanization strategies, aiding in the development of programs to address urban trends and advance the Sustainable Development Goals.
Additionally, we are grateful for the program’s continued assistance to the Sudanese people during the COVID-19 pandemic and, most recently, the flood season. We trust these initiatives and projects will continue.

Your Excellencies,
Ladies and Gentlemen,
The Sudanese people are enduring a war that threatens their state, civilization, and infrastructure—assets that have long served as a bridge for cooperation and development. The war is fueled by the Rapid Support Forces militia, a terrorist group aiming to seize power and derail Sudan’s transition. This militia has committed atrocities alien to the Sudanese character, including crimes against humanity. However, the Sudanese people and their armed forces remain resolute in preserving the state. We look forward to the active support of friendly nations and experts in the post-war urban reconstruction of Sudan’s vital sectors.
Your Excellencies,
Ladies and Gentlemen,
We are confident that this forum will generate substantial recommendations on housing and sustainable development, advancing global cooperation on a new urban agenda and addressing global challenges related to the housing crisis, climate change, and desertification.
In conclusion, I am hopeful that the forum’s outcomes will help the Sudanese people achieve genuine development, supporting regional progress and attracting allies and partners. May your discussions be fruitful. Thank you, friends of Sudan, and patience to the people of Sudan.
Thank you all, and peace and blessings be upon you.
