Inauguration of the Petroleum Products Loading and Unloading Procedures Center

The Minister of Energy and Oil, Dr. Mahy Al-Din Naim Mohamed Saeed, inaugurated today the Petroleum Products Loading and Unloading Procedures Center at the premises of the Sudanese Petroleum Corporation in Port Sudan, under the sponsorship and honor of the Acting Prime Minister, Othman Hussein Othman.
The Prime Minister, Othman Hussein Othman, expressed appreciation for the efforts of the Ministry of Energy and Oil staff on this project and looks forward to more achievements. He noted that the project works to regulate and organize tanker operations, which will improve economic performance overall. He added that this initiative reflects good management of state resources, from importation to fair distribution and transparent practices.
He further stated, “We have been following every step of the ongoing improvements in the oil sector, which positively impacted economic performance and competitiveness for limited foreign currencies, resulting in a notable improvement in the national currency's value.” He explained that this center ensures a smooth and efficient process for importing and distributing petroleum products, representing a significant leap in speeding up procedures, enhancing performance, and providing the necessary information to clients. He pointed out that internal and state-level distribution will be based on needs and usage volumes, describing this step as a commendable effort and a response from the ministry to the improvement requirements, commending the ministry and its employees for their efforts in providing all services.
The Minister of Energy and Oil, Dr. Mahy Al-Din Naim Mohamed Saeed, confirmed the implementation of all regulations and procedures for the loading and distribution of petroleum products according to specific standards and under the supervision of security, police, and relevant ministries, including finance, taxes, and customs.

He described the center as a model project for organizing tankers and regulating competition according to laws and regulations, stating, “No tanker will enter except through the specified procedures.” He indicated that all required fees are paid through the unified window and revealed the next step of activating supply lines via pipelines to several cities, including Karima, Kassala, Gedaref, Halfa, Haya, and Wad Madani, to reduce tanker movement.
He added that the distribution process is conducted under security supervision, pledging to continue enhancing the oil sector and noting that the work is carried out in full coordination with all related entities, confirming his ministry’s commitment to the state policy and acknowledging the private sector’s role in filling the petroleum products gap during the war.
The General Director of the General Administration for Oil Supplies and Trade, Taj Al-Arifeen Sayed Ahmed, stated that the center encompasses all procedures for loading and unloading operations, from marine tankers to delivering products according to required specifications to strategic, subsidiary, and state warehouses. He also mentioned that distribution occurs both inside and outside the Red Sea State. He explained that the importance of the center and its expansion arose following the loss of the Shajara and Jaily centers due to the war. For development and progress, the expansion was achieved in cooperation with all partners from distribution and transportation companies, importers, and other relevant entities, with the center serving as a single window for paying all required fees promptly, helping to organize the movement of tankers and preventing congestion.
