A Memorandum of Understanding Signed Between the African Center for Governance and the Darfur Regional Government

A Memorandum of Understanding was signed today between the African Center for Governance, Peace, and Transformation Studies, and the Library Administration of the Ministry of Culture and Information of the Darfur Regional Government. The memorandum was signed by Dr. Mahmoud Zain Al-Abidin Mahmoud, Director General of the Center, and by Mr. Mohamed Adam Abdulrahman Asfour, Director of the Library Administration for the Ministry of Culture and Information in Darfur.


The signing ceremony took place at the General Administration for Training Hall in Port Sudan, with several members of the Darfur Regional Government and the Red Sea State Government in attendance.


The memorandum aims to enhance the role of libraries, develop digital libraries, and build capacities in knowledge fields and reconstruction efforts. It falls within the framework of partnerships and memorandums of understanding between the African Center for Governance, Peace, and Transformation Studies and the Darfur Regional Government.

Dr. Mahmoud highlighted that this agreement will enable the regional government to enhance digital literacy, support archiving initiatives, and advance key goals related to digital libraries, with an emphasis on training and re-establishing libraries as central to societal development.


Dr. Zain Al-Abidin further explained that the signing responds to numerous challenges, including climate change, armed conflicts, peacebuilding, resolving societal disputes, addressing issues of hate speech, post-war arrangements, early recovery, and development.


Mr. Mohamed Adam Abdulrahman Asfour, Director of the Library Administration at the Ministry of Culture and Information in the Darfur Regional Government, emphasized that the purpose of signing the memorandum is to overcome the challenges hindering the implementation of programs, projects, and strategic policies for the post-war phase, and to rebuild the modern national state through science and knowledge. He pointed out that libraries contribute to achieving the Sustainable Development Goals.
